The NCPP RFP Tracking Project has honed in on the costs of running a solicitation, with nearly 40 public agencies participating to quantify the administrative costs of running a bid or RFP process for their entities. Based on this analysis, NCPP and Pavilion have developed the Cost to Procure Calculator, a customizable online calculator that quantifies the costs of running a new solicitation versus piggybacking on an existing contract.
